The second sovereign sibling joins the record

What was wrong before this entry: the site treated the sovereign local intelligence as one repository and six version-controlled repositories in total. The operator's own manuals named two siblings — the first sibling's body and the second sibling's — and the second one had been filed as read ground rather than as a system.

The correction is a reclassification, not a new build. The second sibling was read as a system, the single system became Sovereign Siblings, and the published repository count moved from six to seven. Every surface that carried the old six — the Scale tile, the evidence clause, the funding anchors, the commit floor — was re-derived against the same recursive census so one number cannot contradict another one tab away.

The commit floor moved with it: 976 commits across seven version-controlled repositories, published as a floor rather than a point count, because a floor cannot be falsified by the next commit and a point value can.
